Higher Education Emergency Relief Fund (HEERF) Reporting

Bethel University has signed and returned to the U.S. Department of Education the CARES HEERF Certification and Agreement. Bethel University has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial
aid grants to students.

CARES Act Funding (HEERF I)

The Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law March 28, 2020, provides approximately $14 billion in direct aid to higher education institutions to support institutional and student costs incurred related to COVID-19.

Bethel received $2,452,828 in CARES Act funding, $1,226,414 of which was awarded irectly to students as emergency financial aid grants. The institutional support grant was used to provide prorated room and board refunds to students in Spring 2020 when campus was closed due to COVID-19.

CRRSAA Funding (HEERF II)

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) signed into law December 27, 2020, provides approximately $21 billion in direct aid to higher education institutions to support institutional and student costs incurred related to COVID-19, with a focus on ensuring learning continues for students during the COVID-19 pandemic.

Bethel received $3,803,833 in CRRSAA funding, $1,226,414 of which was awarded directly to students as emergency financial aid grants. The institutional support grant was used to cover the remaining prorated room and board refunds given to students in Spring 2020 when campus was closed due to COVID-19.

ARP Act Funding (HEERF III)

The American Rescue Plan (ARP) Act signed into law March 11, 2021, provides approximately $40 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

Bethel received $6,438,977 in ARP funding, $3,264,589 of which was awarded directly to students as emergency financial aid grants. The institutional support grant is being used to cover COVID-19 related expenses as well as cover additional lost auxiliary revenues.

HEERF Student Grant Reports

Up to 3,517 students could have been eligible for emergency financial aid
grants after applying and demonstrating that they had eligible expenses.

How did Bethel decide how to award CARES Act emergency financial aid grants?

Bethel considered each student's FAFSA status, EFC, and specific school enrollment before awarding grants to Title IV-eligible students.

How did Bethel communicated instructions to students regarding CARES Act emergency financial aid grants?

Bethel sent two emails to all students, as well as parents of students in the College of Arts & Sciences, detailing the purpose of the grants and inviting students to apply. In addition to emails, information about the grants were included in community announcements and texts sent to students by resident directors.
