What is a professional licensure program?
A Professional Licensure Program (PLP) is an academic program offered by an institution of higher learning designed, marketed and/or advertised to meet the educational requirements for a specific license or certification required for employment in an occupation.
What is a professional licensure disclosure?
A professional licensure disclosure is a regulation of the U. S. Department of Education requiring all colleges and universities to communicate publicly and directly to prospective and current students about academic programs, whether offered face-to-face or online: (1) that will or will not fulfill educational requirements for specific professional licensure required for employment in that field; and (2) that meet or do not meet the education requirements for licensure for each state and U.S. territory.
Bethel University is a member of the National Council for State Authorization Reciprocity Agreements (NC-SARA) which allows us to provide distance learning programs (both online and in the form of supervised field experiences) and coursework to residents of states other than Minnesota. NC-SARA membership, however, does not grant reciprocity or exempt us from state professional licensing requirements. As a result, licensing and/or certification requirements in Minnesota may not be recognized as sufficient to obtain a license in other states.
The curricula for programs leading to licensure at Bethel University are designed to meet the licensure/certification requirements in the state of Minnesota and to prepare students to apply for licensure examinations and/or certification. Each state and territory may have different professional licensure and certification requirements. Examples of other licensure requirements include professional examinations, background checks, years of work experience, fingerprinting, etc. Students who intend to return or move to any state other than Minnesota need to review the professional licensure disclosures pertaining to their program and consult with the state professional licensing board. The state professional licensing boards make the ultimate decision as to whether or not an individual will be eligible to sit for licensure based on the rules and regulations in place at the time the individual submits their application for licensure.
Per the U.S. Department of Education regulation 34 CFR 668.43 (a) (5) (v), we are obligated to disclose whether or not Bethel programs will meet the educational requirements for professional licensure or certification in any of the US states or territories. The information below reflects, to the best of our knowledge, accurate information about each of our licensing programs.
Location Policy
In addition, U.S. Department of Education regulation 34 CFR §600.9(c)(1)(A-C) requires that institutions must develop a policy and process for determining the location of the student, including at the time of initial enrollment in a program and when there is any change of location as indicated by the formal receipt of information from the student.
